What MSHDA actually says
MSHDA describes the MI 10K DPA repayment as deferred until certain events, such as payoff of the first mortgage, the sale or refinance of the home, or when the home is no longer owner-occupied.
Look at the shape of that list. Payoff, sale and refinance are all things you do on a specific day with a settlement statement. The last one is different: it is a condition about how the property is being used, and it can become true without you signing anything.

You might decide $10,000 of interest-free assistance is worth the constraint, which is a perfectly reasonable conclusion on a purchase where cash to close is the obstacle. You might decide a different structure fits your plan better. Or you might use the assistance and simply budget for repaying it at the point you convert the property, which on an interest-free loan is the same $10,000 you borrowed rather than a grown balance.
What you should not do is assume the clause is boilerplate. It is written down, it is specific, and MSHDA lists it alongside the sale as a coequal trigger.

Refinancing the first mortgage also ends the deferral. That is worth carrying forward, because a borrower who buys with assistance and refinances a few years later for a better rate should expect to deal with the $10,000 at that point. It does not make refinancing wrong. It makes the $10,000 part of the math.
